Blanch. Bring four cups of water to a boil in a medium pot. While the water is heating up, prepare a bowl with cold ice water. Once the water begins to boil, stir in a pinch of salt the water and then add the basil leaves. Boil for 10 seconds (for the leaves to turn bright green) and then immediately carefully drain the basil from the water and transfer it you your ice water.
Basil. Place the cooled basil on to a stack of paper towels or clean kitchen towel. Squeeze out as much water as possible from the basil and then remove the stems and chop up the leaves.
Blend. Next, place your ingredients into a blender and blend on medium until combined. You can add salt to taste.
Set. Let the dipping oil sit at room temperature for at least and hour for the flavors to meld before serving
